to answer my own silly question, no it cannot... It gives a dns error.

lots of ordinary browsers can (i.e for Mac cannot, icab can) handle
decimal addresses.
If docomo's dns setup was not so brain dead, this would be a VERY useful
tool for people who host sites on an unshared ip address...
