I don't know but my guess:

They are waiting for PHP 5 with international language support. Zeev Suraski
was once in Tokyo and he explained that Zend/PHP is putting a lot of effort
to solve the 'japanese' problems in the next major release...

	Whats the situation in Japan between developers using php3 or
	php4. I remembear earlier most of the people were using php3
	because of the lack of character support in php4. Is this still
	true or are the japaneses (i-mode) developers moving into php4?
