(keitai-l) imode billing question

I have a question which someone asked, that may have been covered here 
before, but
I cannot find the reference:

With imode official vendors, does the vendor ever get info to bill the 
customer directly,
or if not, how do they pass on to DoCoMo the billing information for each 
customer?
