That is essentially correct. Internet connectivity on the carrier scale
is
determined by pearing arrangements. So essentially it is the negotiating power
which determines the pricing. Those with top negotiating power do not only
pay nothing for connectivity but they are paid. I guess I can safely
assume
that DoCoMo's negotiating power is not negligible.
There was a lot of old telecom thinking in this previous posting about
"national" and "international" pricing. People in the "telecom" world
world forget sometimes that pricing by distance, by minutes, by crossing
boarders etc is not god-given, but its a business model created by the
carriers sometime in the past, when they were still government monopolies.
