Sorry, but this seems to be a very unlogical (or should I say unwise)
strategy to me, considering the bad image that DoCoMo is facing with all
the spam attacks, plus complaints from customers who have to pay for
downloading the mail. *Very* short term, DoCoMo might even gain some
revenue by the transferred packets (although I doubt it, considering the
money it will cost them to handle all the complaints they get about it),
but all to soon this would turn majorly against them, both imagewise and
financially.

Besides that, it is fact that one of DoCoMo's major selling points for
i-mode to Japanese consumers has been its saftey and userfriendliness.
The strategy you are describing is certainly contradicting this
standpoint and selling off the good image for some quick money.
