As far as I know, "number portability"" is a regulatory requirement in the UK. Service providers must allow phone users to take/bring their number with them when they sign up to a new service. I believe the logic is that, if the customer is forced to change their number every time they move then they are less likely to change their service provider (a form of lock-in).
