Every major Hotel in Tokyo has a rental station for this.

Yes, you can rent a cell phone at the airport (Tokyo at least). I
haven't done it yet but a friend of mine did about four weeks ago
(without working visa etc.).
There are also services where you can rent a phone via internet or fax
and the company will deliver the phone to the airport for you (for an
extra fee), as this one does for example http://www.jcrcorp.com/.
If you can come to the city first without making a call and if you just
need a cell phone (not specifically i-mode), you can go to a convenience
store and get a prepaid one.
I think Japan Inc. also mentioned that soon there will be vending
machines for cell phones in Japan.
