Emoji are already used in the "west". Hundreds of Ultimate Bulletin
Board sites do it without violating Interent standards too.
For example, check any of the forums on:
http://www.acmecity.com/explore/area/acmecity/boards.html
The user enters "UBB Code" such as :mad: which resolves to an angry
face. They can also "create" new emoji by inserting plain old image
tags, and image libraries exist for linking.
