Packets are the basic units of data transmission for i-mode (and
other connectionless networks); a single page or image may be
transmitted using many packets. So the answer is that they don't
have to fit into 128 bytes.

The i-mode documentation states quite clearly that only GIFs are
supported. Some newer i-mode browsers support animated GIFs, but
most support only still GIFs.

i-mode does not currently support streaming - it only supports HTML
pages and GIF images of a length that the server must specify in
advance (through the standard Content-Length response header). The
phone must be able to receive each page and its images in a small
(typically 5K) buffer.
