It's a function of your phone -- but once you've figured out how to, you can
use www.chiizu.com to create online photo albums, which are viewable on
i-mode at http://i.chiizu.com/ (you must force english using this URL
http://i.chiizu.com/en/i/ ). Yes, this is a plug, but hopefully also useful
for those who want to get images from their PC to their phone.
once you're viewing a picture on your phone, do your phone magic to get it
as a background... (paul's response might be helpful here)
on the F209i [this from EN manual pg 313, if you're interested]
1. display the page with the graphic you want
2. MENU -> 'Select graphics'
3. Select a graphic to download (will usually only be one on the page)
4. 'Download to:' menu should appear.
... and follow screen prompts
