Per packet will still work. The situation is similar with companies that
offer Internet through cable: they are more and more leaving their flat
flee model simply because there are too many free-riders in the economy.
These free-riders act like spongues and congest the network so much that
service levels to other customers drop sincerely.
It would not be wise for a network operator to follow a flat fee model for
MP3 downloading. As with cable, W-CDMA also means more users in an area,
less speed in that area. Network operators won't offer their service level
to MP3 exchangers by charging a flat fee, not even if the service becomes
popular. It would not only damage their name, but they also would have to
go back to non-flat fee pricing to save the network, just as the cable
companies have to.
