however, it has been pointed out to me privately that it is the generic
part of 1738 that is replaced by RFC 2396, not the protocol specific parts.
and the protocol specific part of 1738 for http does not permit passwords
in the URL....
so there is a good argument that it is NOT to standard, despite RFC 2396
