would those same regulations preclude docomo from blocking access to sites
(even if they wanted to) as they would no longer be a common carrier if
they made choices about the material they carried...?
If they "did an AOL" (a possible, dark future) would they no longer have
CC status?
With regards proxying - governments can be very dim about this. The EU
passed some legislation (as I recollect - might be wrong) that would have
made cached proxiers liable for what was in their cache. This was only
changed later...
