Not technical. It's a business choice: being an official site means having
DoCoMo approval, the ability to charge and have the charge appear on the
user's phone bill, and link from the gateway top menu.
Access to the unique handset ID is one perk official sites get. If all sites
had access to it, there would be that much less motivation to be an official
site, and for now DoCoMo is very interested in having lots of official sites.
