Rather than working toward getting all operators worldwide to settle on a
single standard (don't hold your breath), the pressure is more on handset
manufacturers to develop and market phones that better negotiate the
differences between different networks and standards worldwide. More brains
in the phones will enable wider roaming capabilities. At least that is the
reality check that operators will give if you mention one standard.
