A few perspectives:
We should not tolerate screaming Starbucks employees (they do it at the
Ebisu branch as well, but not, it seems, at the branch near Omotesando
intersection), nor should we tolerate the guy that drives around on Sunday
with a loudspeaker blaring about the laundry poles they are trying to sell,
nor should we tolerate the infernal racket at Bic Camera.
Movie theaters need no explanation.
Perhaps people get irritated at having to listen to keitai use for two
reasons:
1. Most importantly, many people talk abnormally loudly when on a keitai
2. It is irritating to hear only half of a conversation, since it is harder
to follow the train of thought, even subconsciously.

we tolerate the noise of cars, buses, factories, neighbors, co-workers, the

Perghaps we will see an addition to the Yoyogi-koen sign
No dogs, no running, no skating, no biking, no throwing balls, no talking,
next to the NO FUN sign.
